Albuquerque, NM (KKOB) — A woman is facing criminal charges following an incident involving two juveniles in Tularosa. Police say the children were working with their mother on a fence project last month when one of them sat on a chair tied to a neighbor’s fence. Investigators allege the neighbor, Rosa Moreno, became upset and pepper-sprayed both juveniles through the fence. Authorities have charged Moreno with two counts of child abuse. The case remains pending in court.
