Flyers and online ads from a group called Elevate New Mexico promote the project’s economic promises and direct residents to support needed air-quality permits. State records show the group is not registered in New Mexico and lists a Virginia address. A D.C. public-affairs firm helped place the ads. The Environment Department says thousands of comments were submitted before the public-input period closed.
