An “Angel-versary” will be held on ABQ’s Civic Plaza later Thursday, October 20th, to honor and remember four year old Lilly Garcia. You’ll recall she was the little girl shot to death in a road rage incident a year ago, allegedly by Tony Torrez, who is in custody.
