The former New Mexico resident was recently sentenced to prison for illegally dumping laboratory-grade cyanide and other chemicals in the Albuquerque area, leaving the city and Bernalillo County responsible for the costly cleanup of more than $198,000.00. After inheriting property with a large amount of hazardous waste Winard dumped the chemicals, including cyanide, yellow phosphorus, and calcium carbide at nine locations in the Albuquerque area without a permit.
