The move follows new federal restrictions on non-domiciled CDL eligibility. The change affects both new applications and renewals. Licenses will still be issued to those with valid passports and arrival documents. Officials say the pause doesn’t impact current licenses. Since 2023, New Mexico has issued about 500 non-domiciled CDLs and permits—204 remain active.
