
Monday marks the first day back for Albuquerque city councilors, and on the agenda is a proposed amendment to the city’s H.E.A.R.T. Ordinance — short for Humane and Ethical Animal Rules and Treatment.
The ordinance regulates the sale of animals and aims to address overpopulation across Albuquerque. Councilor Tammy Fiebelkorn is proposing changes that would strengthen enforcement, particularly in cases involving individuals without proper permitting. Under the amendment, violations could result in a petty misdemeanor and the removal of animals.
Local advocates say enforcement has been inconsistent, especially among the city’s unhoused population. The city council meeting begins at 5:00 p.m.
