THE PRIVATELY-RUN TORRANCE COUNTY JAIL IN ESTANCIA HAS BEEN SHUT DOWN FOR A YEAR AND-A-HALF. BUT WITHIN THE NEXT THREE MONTHS OR SO, THE FACILITY WILL BE REOPENING TO HOUSE ICE DETAINEES. COUNTY COMMISSIONERS APPROVED THE PLAN ON WEDNESDAY.
