One of New Mexico’s top ten DWI fugitives is now in custody. The Governor’s Office says Thomas Frank was arrested by Farmington Police last week. He was on parole after being convicted of his 7th DWI offense but had skipped out on his required supervision. Police say he was drunk when he was arrested. The State’s DWI Fugitive Program is a statewide effort to locate and capture repeat drunk drivers.
